Associate Recruiters
This page is dedicated as a resource for Health Services
Officers who serve as Associate Recruiters (ARs). The
Associate Recruiter Program (ARP) is managed by the
Office of Commissioned Corps Operations (OCCO), Division
of Commissioned Corps Recruitment (DCCR). ARs educate
the public about the Commissioned Corps of the United
States Public Health Service and recruit students,
civilian federal employees, and others. They do this
through attending career fairs and professional
conferences; giving presentations at schools, agencies,
and conferences; and one on one conversations with
potential applicants.
The manual circulars outlining the policies for the ARP
can be found on the

website. The manual circulars outline prerequisites
to become an Associate Recruiter (AR Introductory
Training, completion of BOTC and IOTC, satisfactory
completion of your probationary period as an officer,
etc.) as well as currency requirements to remain an
active Associate Recruiter (training, activity
requirements, etc.).
Associate Recruiters appointed prior to the effective
date of the revised policies (03APR2006) were considered
to have met the initial eligibility requirements.
However, under the revised policy, every AR needs to
meet currency requirements in order to maintain their
status as an Associate Recruiter. Each current AR
must participate in and document to OCCO and the HSPAC,
two recruitment activities each year that
meet policy requirements, must participate in an annual
ARP “refresher” course, and must take an ARP Training
Refresher Course annually. The HSO ARP Leads are
responsible for assisting you in obtaining recruitment
materials, keeping you informed about ARP developments,
and tracking activities and AR currency. The HSO ARP
